Hmm.. why would Amazon pay 4 million dollars for the handwritten fairytale book when it sold only 12million copies of HP series books ?. A company known for its frugality.. I wonder whats going on in the mind of Jeff Bezos to do something of this kind. Anyways, the good side to it is that the money goes to charity :).

I think you made the point,
charity -> good publicity.
And
They also had first few pages of HP on Amazon.com for customers, which means more eye balls the timing being holiday season drive more sales.
And
Over a period of time, their would be value appreciation.
To add more, winning book readers' loyalty by reading out the book in libraries and schools. One of the annoying thing about the book is, whats in the book wouldnt have been available to the HP fans if not for Amazon. Avid HP fans are indeed curious about what the stories are given the fact its mentioned in the last volume of the series.
Ofcourse, its a collectible as you had mentioned.
Amazon cannot publish the book in any form as per the purchase agreement.
